Why Raja Warring Could Face Arrest Soon: The Buta Singh Remarks Case Explained

Chandigarh, September 1, 2026: Punjab Congress president and Ludhiana MP Amarinder Singh Raja Warring is facing renewed legal pressure after the National Commission for Scheduled Castes (NCSC) recommended immediate action for the arrest of the accused in a case concerning alleged derogatory remarks against former Union Home Minister Buta Singh.

The development has raised an important question: Can Raja Warring actually be arrested in the coming days, and why has the matter resurfaced nearly 10 months after the alleged remarks?

What Has the NCSC Said?

At a hearing on August 31, the NCSC, headed by Chairman Kishor Makwana, expressed serious concern over delays in the investigation and arrest of the accused.

The Commission recommended that authorities initiate immediate action, in accordance with law, for the arrest of the accused persons and submit a status report within five days. It also called for the investigation to be completed quickly and the chargesheet to be filed before the competent court.

What Is the Case About?

The controversy relates to remarks allegedly made by Warring during an election campaign meeting in Tarn Taran in November 2025 concerning former Union Home Minister and prominent Dalit leader Buta Singh.

Buta Singh's son Sarabjot Singh subsequently complained about the remarks, alleging that they were insulting and casteist. A case was registered under relevant provisions of the SC/ST (Prevention of Atrocities) Act and the Bharatiya Nyaya Sanhita, according to reports.

Warring has maintained that he did not intend to insult Buta Singh and has said that he had already apologised.

Why Has the Issue Returned Now?

The NCSC had already taken up the matter earlier.

At its May 5, 2026 hearing, the Commission had asked authorities to complete the investigation within the stipulated period. It also addressed allegations that Sarabjot Singh was receiving threatening calls and recommended protection for him and his dependants.

According to the NCSC's latest statement, the required Action Taken Report had still not been submitted, and the Commission was dissatisfied with the delay in investigation and arrests.

NCSC Also Raises Security Concerns

The Commission has separately expressed concern about alleged threats to Sarabjot Singh.

It recommended immediate and adequate police protection for Sarabjot Singh and his dependants in Punjab and Delhi under Section 15A of the SC/ST (Prevention of Atrocities) Act, 1989.

The NCSC has also asked the authorities to examine whether there was any wilful neglect of duty by investigating officers in the delay.

What Happens Next?

The next few days could be crucial.

Punjab Police will have to respond to the NCSC's recommendation and provide the Commission with the requested status of action within five days.

At the same time, the investigation and any subsequent legal proceedings will determine whether an arrest is actually made and what happens thereafter.

For now, it is therefore more accurate to say that Raja Warring faces a serious possibility of arrest following the NCSC's recommendation, rather than stating that his arrest is certain.
