The decision was taken at a strategy meeting of the party’s Election Manifesto Committee at the Punjab Congress Bhawan. The committee plans to travel across all districts of the state to gather suggestions on local issues and priorities.
Amritsar to Host First Consultation
The consultation drive will formally begin in Amritsar, following which committee members will visit every district of Punjab.
Full-day consultations are planned with District Congress Committee presidents, MPs, MLAs, senior party leaders and candidates who contested the 2022 Assembly elections.
The objective is to ensure that the final manifesto reflects issues emerging from the ground rather than being drafted solely within the party organisation.
Public Invited to Share Suggestions
The Congress manifesto panel will also seek written suggestions from a wider group of stakeholders, including:
Journalists Intellectuals Civil society organisations Social workers Trade and employee unions Business and economic organisations Farmers General public
The party says these inputs will be examined and incorporated into the final manifesto wherever possible.
Focus on Youth, Jobs and Punjab’s Core Issues
The manifesto exercise is expected to cover some of Punjab’s major challenges, including employment, education, agriculture, industry, drugs, rural development and other economic and social concerns.
Earlier, manifesto committee chairman Dr Amar Singh had said the party wanted the document to become a genuine “people’s manifesto”, with consultations extending beyond prominent organisations to ordinary citizens and workers.
Congress Begins 2027 Preparations
The initiative marks an early effort by the Congress to build its campaign narrative ahead of the 2027 Punjab Assembly elections.
The party is positioning the consultation process as a way of developing practical and implementable policies based on public feedback.
The move also comes at a time when political parties in Punjab are stepping up preparations for the 2027 electoral battle, with the BJP recently announcing that it plans to contest all 117 Assembly seats independently.
A Statewide Political Outreach
By taking the manifesto process to every district, the Punjab Congress is seeking to use the exercise not only for policy formulation but also as a grassroots political outreach programme.
The success of the campaign will depend on how effectively the party converts suggestions from farmers, youth, employees, businesses and other sections into specific policy proposals.
