Maharashtra Govt Plans Study Group to Address IT Workforce Grievances

Maharashtra Labour Minister orders a study group on IT worker issues in Hinjewadi, targeting forced resignations, PF problems, placement agency checks and rights awareness.

A high-level meeting was held at Mantralaya, focusing on issues faced by employees working in various IT companies at Pune’s Hinjewadi IT Park.

In a significant move aimed at safeguarding the interests of employees in Maharashtra’s booming IT sector, Labour Minister Adv. Aakash Fundkar has directed officials to constitute a dedicated study group to examine workforce-related concerns and recommend long-term corrective measures.

The directive came during a high-level meeting held at Mantralaya, focusing on issues faced by employees working in various IT companies at Pune’s Hinjewadi IT Park—one of the state’s largest technology hubs. The meeting was attended by MLA Shankar Jagtap, Additional Chief Secretary I.A. Kundan, Labour Commissioner H.P. Tummod, Deputy Secretary Swapnil Kapadnis, and representatives of IT workers’ unions.

Flagging recurring complaints from employees, Fundkar underlined the urgency of addressing alleged coercive practices within IT firms, particularly instances where workers are reportedly forced to resign under pressure. “There is a need for detailed scrutiny into such incidents. Employees must not be subjected to unfair practices or procedural loopholes in HR policies,” he said.

The minister stressed that existing human resource frameworks and termination processes require tighter regulation to ensure transparency and fairness. He called for a comprehensive inquiry into cases where employees have alleged undue pressure, adding that accountability mechanisms must be strengthened across the sector.

Another key concern highlighted during the meeting was related to Provident Fund (PF) accounts. Authorities were instructed to coordinate with the PF office to resolve issues faced by employees whose accounts remain linked to previous employers due to delays in formal delinking. Officials have been asked to initiate correspondence and provide necessary support to affected workers.

Fundkar also turned the spotlight on placement agencies operating under the Shop Act, noting that irregularities in recruitment processes have been reported. He directed officials to conduct thorough verification of such agencies, including scrutiny of their documentation and compliance status, to prevent exploitation of job seekers.

Recognising a gap in awareness among IT employees regarding their rights, the minister proposed a dedicated outreach campaign. The initiative will aim to educate workers about grievance redressal mechanisms and ensure wider usage of the Labour Department’s CIS (Complaint Information System) platform for registering complaints.

“The IT sector is a key driver of Maharashtra’s economy, but growth must not come at the cost of employee welfare,” Fundkar said, emphasising the need for a balanced approach that protects both industry interests and workers’ rights.

The proposed study group is expected to submit actionable recommendations after conducting a detailed assessment of workplace practices, regulatory gaps, and employee grievances. The government’s move signals a more proactive stance in regulating the rapidly evolving IT industry, where traditional labour oversight mechanisms have often struggled to keep pace.

With scrutiny tightening and reforms on the horizon, the coming months could see a shift in how IT companies in the state handle workforce management and compliance, potentially setting a precedent for other states to follow.
