India is testing a nationwide Cell Broadcast Alert system for natural disasters. NDMA flash SMS messages are part of trials and require no action from recipients.

India is rolling out a nationwide alert mechanism aimed at protecting citizens during natural disasters. Known as the Cell Broadcast Alert system, it is currently undergoing testing across the country.
If you’ve recently received a flash SMS from the National Disaster Management Authority (NDMA), there’s no cause for concern as it’s part of this trial run. Almost all citizens received an alert around 11:42 am.
“India, launches Cell Broadcast using indigenous technology, for instant disaster alerting service for its citizens. Alert citizens, safe nation. No action is required by the public upon receipt of this message. This is a test message. – Government of India,” the message read.
