Among the weapons flying thick in the Gulf conflict, some of the more lethal ones are invisible, nuanced, and highly customised for the target. Indian foreign secretary Vikram Misri’s seemingly innocuous statement, made during closed-door UK-led diplomatic talks on the escalating Iran conflict, was one such missile: “India is the only country to lose mariners at Hormuz,” he said.

The carefully worded, laconic statement carries considerable diplomatic weight. It highlights the direct human cost India has suffered because of the deaths of Indian merchant mariners in the Strait of Hormuz. This distinguishes India from other major powers and Gulf states which have faced economic or logistical setbacks but no fatalities among their seafarers.

It also establishes India’s moral and strategic stakes and that India is not a neutral or distant observer. And that gives it legitimate grounds to demand accountability, de-escalation, and protection of its interests.

Misri’s remark is also a subtle signal of displeasure with Iran, which controls the critical Hormuz choke point. India is not happy with the actions of Iran or Iran-backed proxies, which are endangering Indian lives.

But Misri’s missile was also dispatched for a crucial mission back home. His statement is a sophisticated, covert critique aimed at the government’s political opponents like Sonia and Rahul Gandhi, Mallikarjun Kharge, Asaduddin Owaisi, AAP, and Left parties, besides mobs which gathered in Kashmir and elsewhere to angrily demonstrate against the assassination of Ali Khamenei, for instance.

Misri, through untold words, asks protesting Muslims and their appeasers: “You are supporting Iran, but Iran’s actions have killed Indian citizens in Hormuz. Where is your concern for Indian lives?”

He then spikes it with patriotism. By saying, “India is the only country to lose mariners,” Misri is invoking Indian exceptionalism and the value of Indian blood. He shames those who prioritise ideological and religious solidarity with Iran over Indian lives and interests.

Misri does not name names. He did not bring up Sonia Gandhi’s oped, or Rahul Gandhi’s diatribe, or Kharge terming the government’s response a “betrayal of India’s values, principles, concerns, and interests”.

He did not seek to directly repudiate Owaisi’s allegation about Modi government’s “double standards” and pro-Israel bias. He does not even name his predecessor Nirupama Rao Menon, who had attacked the Modi government’s “silence” on Iran.

Instead, he challenged the narrative that supporting Iran was harmless or a matter of “Muslim solidarity”. His statement conveyed that the loss of Indian mariners’ lives made such support appear insensitive or even unpatriotic.

In the end, Vikram Misri has sent a compelling message back home: Indian lives matter more than imported ideological loyalties in this Israel-US-Iran conflict.
